Add "Disable Linting" command

For users who want to disable linting through the command palette, right now they need to:

• Run "Enable Linting" command and select "off"
  or
• Run "Select Linter" and select "Disable Linting"

This is not intuitive, so it'd be great if we could add a "Disable Linting" command and change the "Enable Linting" to just enable linting.

We can just rename the command to be "Enable/Disable Linting" then.

@luabud Just to confirm, we need to add the toggle step to existing command right?

1. User selects the command "Enable/Disable Linting"
2. We show the two options (or three enable, disable, or default).
3. User selects an option and we make the setting change.

I'm ok with just a simple rename of the command. If we can change "on" to "Enable" and "off" to "Disable" in the drop down, even better:
